One of the pillars of the future Integrated Rural Fire Management System (SGIFR) is the design of skills' profiles of people, which requires, first and foremost, a clear definition of requirements in terms of qualifications, as a support of the desirable increase of the professionalism of the intervening elements coming from the different entities involved. In this context, and in the framework of the preparation of the National Fire Management Plan, the Integrated Fire Management Agency (AGIF) requested a study from DINAMIA'CET-IUL to describe and analyze the competences required to carry out the proposed activities in order to revise the current system of qualifications and career definition. This implies, on the one hand, the analysis of the functional descriptions currently existing and already reflected in the referenced qualifications and, on the other hand, the elaboration of new profiles of competences adjusted to the functional requirements of the SGIFR. In summary, the main objective of this study is the elaboration of profiles of competencies related to the activities of the SGIFR in order to develop the inherent qualification and accreditation processes.

Data collection from experts and key elements from different functional areas, supported by:
• Document analysis / benchmarking
• Semi-structured interviews
• Structured collection of critical incident reports
The results described and analyzed in the Final Report served as a basis for the guidelines for training and qualification of human resources in the National Plan for the Management of Rural Fires.
