Lisbon has had a remarkable growth in the second half of the 19th century, especially since 1870, when the city receives increasing flows of people and goods. It was then also possible to start creating the minimum financial conditions to enable the great changes that had the objective of making Lisbon the capital of a modern European country. The utopia who chaired the affirmation advised to transform the city into an international port between Europe, the Americas and Africa. This desideratum was based on the progress of communications, including the construction of railways, telegraph and the new port, the embellishment, sanitation and security to the city. As the city grew and the changes became concrete, the consensus of the various sectors of the society became more difficult. The main concern relates to the emergence of groups of people without permanent work, socially marginalized that raised concern, and was interpreted as disruptive effects of modernization. The city's relationship with modernity but also with the social marginality is present in the multiplicity and variety of speeches then produced over Lisbon. Scientists, politicians, intellectuals and journalists argue perceptions and images of the city of Lisbon, simultaneously contradictory and complementary, that will be the subject of this paper.
