Oeiras is a modern, attractive and dynamic municipality, and is at the forefront, or co-leading, the country’s main development indicators in the areas of employment, education, research, families income and foreign investment. But, in 1993, Oeiras had almost 5.000 families, poor families, living in bad housing conditions; they had organized their own communities, built their neighbourwoods. Some of the children went to school, some don´t... Many of the youngs had crime as way of life… It was not acceptable so many families living without dignity, so the Municipality felt obliged to develop housing, urbanistic and social policies. The communication is about a small experience in Oeiras, in a small county (Carnaxide), that joins urbanistic and social intervention, in order to promote human dignity and the right of all to be a part of the society.
