Abstract/Resumo
The aim of this paper is to provide a greater understanding of the Public Administration Experimentation Laboratories Network in Portugal in the context of the NPM and post-NPM reforms. While there is a general understanding in the literature about how Public Administration is being transformed to improve collaboration in policy design and service delivery, the mechanisms of this development are more poorly understood. The paper will accordingly cover the following main research questions: theoretically, how can we understand the mechanisms related to ensuring that “no one or place gets left behind”? b)empirically, how are agile and innovative projects developing out of attempts to balance NPM and post—NPM considerations? Given the complexity that Public administration, what are the favourable conditions for stimulating innovation and how can tasks that are connected to different institutions be accomplished at the same time? Through a theoretically exploratory study, it will empirically discuss the mechanisms, processes and challenges of the Network of Experimentation Laboratories in Portugal, focusing on the classical distinction between political and administrative control of LabX projects on the one hand, and LabX's institutional autonomy on the other, and relate this to the NPM and post-NPM reforms. The study is based on data from interviews conducted with middle and senior leaders of the Experimentation Labs Network, analysis of public documents, and the main results of the evaluation of LabX - Experimentation Lab in Public Administration projects.
