Biographical Information
Carlos Manuel Coutinho Rodrigues is an integrated researcher at The Centre for International Studies at the University Institute of Lisbon (CEI-IUL) as well as in the Center for Studies and Investigation (CEI) at the Portugal National Defense Institute (IDN), where he currently works as an advisor. He has a Master’s Degree in Military Science at the Military Academy and an advanced certification for National Defense, 2011-2012, while presenting and giving public assignments related to his final investigation work (TIF), “Contributo para um Sistema Nacional de Gestão de Crises”. He cooperates as a guest speaker at ISCTE-IUL, NOVA FCSH, and is a lecturer for IDN. Complied 42 years of service, in the Army and National Defense, he held command, general staff, advisory, teaching and instruction functions. He started his military career at the Centro de Instrução de Artilharia Antiaérea de Cascais (CIAAC), and completes the Military Staff course in 1994-1995 at the former Instituto de Altos Estudos Militares (IAEM), Lisbon, Portugal, where was a teacher; he attended the NATO Senior Leadership Programme, 2007, ACT/NATO, Defense Academy of United Kingdom, Sherivenham, United Kingdom; he attended the 2020/2021 - The Challenges of European CyberSecurity Course, by IHEDN, FR and IDN, PT, Brussels. Military Adviser (Army), Military House of Presidency of Republic, Dr. Jorge Sampaio, 2001 – 2004; he commanded the Army Field Artillery Group, Mechanized Brigade (BriMec), Portuguese Army, from 2004 to 2006, Santa Margarida; he was Head of Operations at the Joint Analysis and Lessons Learned Centre / NATO, 2006 – 2007, Monsanto, Lisboa; he was a Technical Director of Project 1, Reform of National Defense and Armed Forces of Guinea-Bissau, Bilateral framework for Technical-Military Coorperation, Portugal-Guinea-Bissau; Advisor to the Defense Minister of Guinea-Bissau, 2008 – 2010, Bissau, Guinea-Bissau; he was a national delegate at EAB/SSR, European Security and Defense College, 2011 – 2017; Vice-President of the Executive Council for the Foundation “Lar de Cegos de Nossa Senhora da Saúde” (IPSS), 2017 – 2019, Lisbon. At IDN, where he returned in 2020, he directed the Curso de Defesa para Jovens, the Civil Crisis Management Course, the Security and Defense Course for Journalists, and the Intensive Security and Defense Course for the Autonomous Regions of the Azores and Madeira; he was deputy director of the National Defense Course. He is currently an advisor and researcher at IDN in the area of security studies and Common Security and Defense Policy (CSDP), in the areas of crisis and complex crisis management, energy and nexus climate - defence. He has published articles and is a guest lecturer and professor at IDN partner universities.
