Abstract/Resumo
This poster describes the stages of construction of a visualization tool aimed at building a visual narrative in which inclusive growth specific questions are presented in their complexity and dynamism [1]. In this regard, specific attention is given to improving diagnosis, monitoring and evaluation of public policies, particularly in the European Funds Program “Portugal 2020”, by using high quality statistical systems, together with providing effective communication tools for a broader audience. The presented exercise refers to two population subgroups, the elderly and the children. Both these are related to the ageing problem in Portugal although that not only stands as a demographic issue, but also as a social inclusion one. Portugal is not only one of the EU’s most aged countries (the 5th with the higher ageing index, the 3rd with the higher active population renovation index), but also presents a situation of great concern regarding older people social inclusion and quality of life. Being one of the most fragile groups in terms of inclusion, recent studies show their situation has worsened in terms inequality of income and access to social and medical facilities. Having longstanding unresolved child poverty issues, Portugal faces major importance problems exacerbated by the crisis. Combined effects of (i) longer fertility decrease trend related with full time employments and families difficulties in reconciling personal and professional responsibilities as well as (ii) the recent effects of reproductive age population’s immigration, unemployment and precarity due to the crisis and the following austerity measures, result in one of the lowest fertility rates in Europe. Given this social context, our main objective is to present structural and simplified visual display of the different needs and specific public responses to the children and the elderly, providing an effective analysis and monitoring tool (conceptual diagram) for these subpopulation’s public policies.
