The project aims to develop a methodology to analyse the functioning of the ecosystem of impact production of public investments in the fields of Culture and Arts in cross-border and low-density territories carried out under the POCTEP and PIS programmes. Anchored in innovative approaches to public policy evaluation, it proposes to build a dynamic logical model based on System Dynamics and Causal Loop Diagrams that will serve as an analytical tool to identify the causal dynamics of investments. This approach allows for simulations of the potential impact of the ecosystem components and the identification of blocking and traction factors in the process of achieving impact, with the aim of guiding policy decisions and funding strategies for culture and the arts, particularly in the areas of planning, monitoring and evaluation.
