PY - 2023 UR - https://www.oecd.org/gov/case-study-portugal.pdf?utm_content=buffer1754c&utm_medium=social&utm_source=linkedin.com&utm_campaign=buffer AB - Over the last 20 years, Portugal has seen a 14% decrease in the total number of pupils enrolled in pre-primary, primary and secondary education. The trend is also observed in the district of Viseu and the municipality of Vouzela, with a decrease of 5% and 29%, respectively. This average annual loss of students also applies to the Vouzela and Campia School Grouping (Agrupamento Escolar de Vouzela e Campia, AGEVC), located in the municipality of Vouzela, and created in 2013 through the aggregation of the Vouzela Secondary School and the Campia School Grouping. The AGEVC offers education to 646 students from kindergarten to 12th grade. The number of students in the Vouzela and Campia School Grouping corresponds to the average number of students in the school Grouping in the interior of the country. The school nucleus, quite dispersed in the territory, is composed of three kindergartens;3 two elementary schools (1st cycle);4 an elementary school with 1st, 2nd and 3rd cycles;5 and the Vouzela High School (main school). The AGEVC pre-school education (ISCED 0) counts 82 children7 from age 3 up to compulsory school age (6 years old). Attendance at pre-school education is optional, recognising the primacy of the role of families in children’s education, and is compulsory for children from the year they celebrate their fourth birthday. While provision for children under 3, with a special focus on childcare, is not part of the education system, it is the responsibility of the Ministry of Labour, Solidarity and Social Security. Basic education at the AGEVC covers 133 children in the 1st and 2nd cycle (ISCED 1 and 2), 230 students in the 3rd cycle, and 10 in the education and training course. Primary education is compulsory, universal, free and lasts nine years. It is divided into three sequential cycles; each should complete and develop the previous one from a global perspective. The first cycle corresponds to the first four years of schooling (grades 1-4); the second cycle corresponds to the next two years (grades 5 and 6), and the 3rd cycle lasts three years and corresponds to lower secondary education (grades 7-9). The AGEVC’s secondary education (ISCED 3) comprises 191 students (115 students in the scientific and humanistic courses and 76 students in the professional course). Secondary education lasts three years and includes 10th, 11th and 12th grades. When enrolling in secondary education, students can choose different streams to suit their interests or career goals: while some focus on academic activities (academic), others (vocational) are directly linked to professional internships (technical and apprenticeship training) (AGEVC, 2021). Permeability between the different streams is guaranteed, as the possibility to access higher education via national exams from any of the streams. The Grouping has made great efforts since 2013, working diligently with all the teaching teams in the county to enhance the educational qualifications of children and students (AGEVC, 2013, 2015, 2017). As the AGEVC’s autonomy varies depending on the educational project and the specific conditions of the Grouping, the training offer is conditioned by the number of students in the schools, as well as the choices they make, always trying to respond to the needs of the local and regional labour market. The activities included in the AGEVC’s annual plan and the annual work plans of the classes and the diversified educational and training offer reinforce the interdisciplinary nature, openness of the educational community and are a reflection on the educational practices and their context. In this sense, Parents’ Day and the participation in the Vouzela Book Fair stand out for their dynamism and scope, with an impact on students’ involvement and the identity and cohesion of the school community.
