AB - This article explores the role of AI and algorithms on PA education, emphasizing their potential to create a new model of public management suited for VUCA and BANI environments. It highlights the need for public leaders to develop specific competencies to navigate these complex contexts, as discussed by Bennett and Lemoine (2014) and Cascio (2020). The study uses a qualitative methodology, including literature review, document analysis and semi-structured interviews and site visits to various entities as part of the Studies-DIG project. Insights revealed the opportunities and challenges of adopting these technologies, underscoring the need for adaptive and collaborative leadership, as noted by Peters (2021), Heifetz (1994), Moore (1995), Osborne (2010), Schoemaker et al. (2018), and Bovaird and Löffler (2023).
The paper identifies essential competencies for public leaders, including technical (digital fluency, data science), analytical (critical thinking, evidence-based decision-making), and behavioural (collaborative leadership, adaptability) skills. These competencies are crucial for leading digital transformation and promote the next generation of administrative reforms. The article concludes that integrating PA education with emerging technologies is vital for training leaders to tackle contemporary challenges and drive successful administrative reforms.
