AB  - Value conflict is a pervasive feature of human action (individual and public action).
Public action is often confronted with different concerns, making competing and
inconsistent claims regarding the desirable common goods to pursue.
Consequently, this raises the necessity to cope with and manage the value
conflicts arising in action. Further, institutionalised procedures and practices
supporting public decision-making tend to favour certain actors’ positions on
values and value conflict to the detriment of others.
