PY - 2025 CY - Paris AB - Climate justice highlights that vulnerable populations, particularly in the global South, experience the most severe impacts of climate change, despite their low greenhouse gas emissions. Lacking the technology and funding typically found in the North, these regions face systemic inequalities that leave marginalised communities exposed to climate risks. Disparities in social, political, and economic conditions exacerbate climate crises in urban settings. In Angola, poor planning worsens the effects of climate change, resulting in severe flooding, waterborne diseases, and increased mortality during the rainy season. This article is based on a study by Development Workshop Angola and Iscte-IUL, which assesses the vulnerabilities of Luanda’s marginalised communities to climate change and urban challenges, while promoting community involvement in identifying risks and solutions. Community-led household surveys were carried out to develop risk and resource maps. These maps will support communities and civil society organisations in advocating for housing and climate rights.
