PY - 2025 CY - Lisboa UR - https://europeglobalactor.cei.iscte-iul.pt/ AB - On a global scale, the past decade has been defined by a state of polycrisis, a concept introduced by Edgar Morin, which refers to a series of interconnected crises that converge and amplify one another. This persistent state of crisis has posed significant political and social challenges for Europe, both domestically and internationally. In response, building systemic resilience has emerged as an increasingly urgent priority on the European agenda. This focus on resilience first gained traction within Foreign Aid Programmes, solidified in the aftermath of the Great Recession, and became fully institutionalized during the COVID-19 pandemic. While the concept of resilience has gained widespread popularity, the same cannot be said for resilience as a field of study, at least at a mainstream level. Thus, this presentation seeks to examine the theoretical and institutional foundations of prevention strategies centred on enhancing resilience, as well as their implications and consequences for public policies and Europe's role in addressing contemporary challenges and risks.
