Drawing on literature, policy analysis, and stakeholder insights, it reveals how coastal fishing communities—despite their dependence on marine ecosystems—are often excluded from decision- making processes that shape their livelihoods. The findings highlight persistent gaps between sustainability policies and their implementation, including ecological degradation, weak institutional coordination, and unequal power relations.
