AB  - This work intends to show how two countries deal with aquaculture projects approval and the necessary procedures. Very often there are problems because there are many procedures to deal with in aquaculture. Bureaucracy gets evident what delays projects’ approval and implementation. As a result, there are severe consequences when projects exploitation is made and there is an evident loss of value. Theory of anti-commons is presented in this perspective. When an “anti-commons” appears, resources’ under-use may happen. In such a situation of anti-commons too many exclusion rights exist, leading to a probable under-use of resources.
