PY - 2023 CY - Qatar UR - https://iias-seapp-dohaconference2023 AB - This paper aims to understand the effects of civil servant training on the quality of the Portuguese public administration by investigating the relationship between training and human resources outcomes, organizational performance and quality of public services. The relationship between training and Public Administration performance may be mediated by civil servants’ attitudes and human capital. Furthermore, one of the factors that will be analyzed is the role of training and organizational support in achieving better employee job performance and, therefore, higher organizational quality in order to provide quality services to all (OECD, 2022). Finally, it will be analyzed whether the competencies of civil servants are important for their performance, competitiveness and innovation (Lawler, E. E., Mohrman, S. A., & Ledford, G. E.,1998; Martocchio, J. J., & Baldwin, T. T.; 1997). Competencies are, in fact, needed in the public sector to perform internal tasks, provide public services, meet with external actors, perform specific tasks in support of public policies or drive the impact assessment of some public policies (OECD, 2021). Data from this study will be collected from civil servants and their directors and will be analyzed using structural equation modelling. The results will show the outcomes of training on the performance of the public service delivery system; to what extent training helps workers to develop skills and know- how by transforming professional knowledge and understanding of the public service delivery process; and if capacity building and skills transform public services and bring quality to public service users, based on perceived organizational support.
