AB  - This communication aims to analyse and compare two regularisation programmes for precarious workers in public administration: the “PREVPAP” in Portugal (2017) and the “Ley de Interinos” in Spain (2022). These programmes emerged in the context of two left-wing political experiences - in Portugal, under a parliamentary agreement; in Spain, under a government coalition. The analysis carried out allowed us to identify different rationales in the two programmes, despite the fact that both aim to combat precariousness in the state. In Portugal, the programme had a conjunctural character and focused on the figure of the worker. The programme aimed to verify whether the worker met a set of criteria that would allow their subsequent regularisation - namely a precarious contractual situation, and the execution of a permanent need in the public administration. During the regularisation process, these criteria were subject to diverse interpretation and application, which were contested by various actors. In Spain, the aim was to provide a more structural response to precariousness in the State, with a regularisation focused on the job position. If a position has been occupied for more than 3 years by someone in a non-permanent situation, the opening of a public contest becomes mandatory. Furthermore, mechanisms were created to avoid the excessive use of temporary workers. Thus, these programmes present different conceptions of solidarity, which we intend to discuss. In methodological terms, a qualitative analysis of legislation and parliamentary debates was carried out, as well as interviews with key actors.
