Abstract
This report constitutes the first annual monitoring exercise conducted by the IBERIFIER hub within the European Digital Media Observatory (EDMO) framework. Moreover, it focuses on the implementation of Commitment 17 of the Strengthened Code of Practice on Disinformation. Commitment 17 calls on Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) to promote media literacy and empower users as part of a broader strategy to mitigate the societal harms of online disinformation.
As the inaugural annual report, this deliverable is a significant milestone, building directly upon earlier foundational work—Deliverables D5.1 and D5.2, which established the conceptual approach and baseline indicators used to assess compliance. Furthermore, it reflects a significant step toward systematising a regional methodology that integrates both quantitative and qualitative indicators, adapted to the Iberian context.
As a result, the monitoring covers key signatures' self-reported efforts from the 2024–2025 reporting cycles and complements them with expert insights and stakeholder feedback gathered through the EDMO survey. This comprehensive approach enables a multi-layered understanding of how Commitment 17 is being implemented across Portugal and Spain, with attention to national specificities in digital behaviour, platform presence, and civic vulnerabilities.
In other words, beyond offering a structured account of reported actions, this report situates its analysis within the broader dynamics of the Iberian disinformation landscape, including electoral contexts, platform governance, and media literacy infrastructures. It also significantly contributes to the evolving monitoring architecture envisioned by EDMO and the Digital Services Act (DSA), providing a replicable and transparent framework for future assessments.
In conclusion, this first annual report establishes a reference point for platform
accountability and evidence-based policy engagement, positioning IBERIFIER as a key contributor to the EU-wide effort to ensure transparency, public trust, and democratic resilience in the digital sphere.
