Abstract
The aim of the presentation is to analyse how conservation relates to other land uses in Namibia's Communal Lands and the role of Conservancies in the land use planning of these areas. As the title indicates, official policies, Conservancies' plans, and their implementation, provide a variety of confusing and contradictory combinations of land uses that sometimes enhance and sometimes hamper communal agriculture while simultaneously strengthening and weakening 'community' authority over resources.
