Abstract
This paper examines the role of business power in the transformation of EU development policy, focusing on the Global Gateway initiative. We argue that Global Gateway represents the latest phase in a shift towards a financialized and business-centred EU development policy. The current geopolitical and geoeconomic competition has gradually turned global development into a key arena for what the European Commission terms the "global battle of offers." We argue that understanding Global Gateway's strategic outlook, resource allocation, and geoeconomic implications requires a close examination of the structural power of firms and how they interact with EU development policymakers and public policy.
