Constructing Stronger Peripheries: Comparing Self-Assessed Cultural Activities Impacts Among Cultural Institutions in Europe

Abstract/Resumo
• Background
The question of value and its measurability has been always central in the study of social and economic practices, including cultural activities. However, contemporary structural changes related to the emergence of cognitive-cultural capitalism bring new forms of cultural production, consumption and mediation that challenge the analysis of cultural activities’ value(s).
Even when multidimensionality of value is recognized, impacts of cultural activities are still often underestimated, and evaluation exercises have difficulties in including the diversity of dimensions of value created by these activities, in economic, social, cultural, environmental, or participatory terms. Mechanisms used to measure the value and impacts of cultural activities are frequently quite unsatisfactory, often centred in the easiest and simplistic forms of measurement and neglecting their territorial embeddedness and their effective importance in the development of the communities and the individuals.
Combining work developed by a ‘author's institution' team in different research projects (CREATOUR, RESHAPE, IMPACTS-AR, ARTSBANK and STRONGER PERIPHERIES), a new conceptual grid to assess the impacts of creative and cultural activities, in all their diversity and multidimensionality, was built. It was based on work developed with artists, cultural promoters, creative tourism agents and public authorities, in recent years, in several territorial contexts, both at Portuguese and European levels, assessing the impact of their activities in their communities.
A specific grid, comprising 5 main dimensions (cultural; economic; social; environmental; citizenship and participation), was developed enabling (self)assessment of the impacts of cultural activities, in a particular territory or community. This analytical framework (operationalized in 15 sub-dimensions, and 75 different indicators ) is available at CULTURE.IMPACTS DYI, a digital application that allows the systematization, self-assessment and self-awareness of value creation and their impacts by the agents of the cultural sector.
• Aim and objectives of the study
In this paper we analyze some of the results of the application of this tool within the research conducted in “Stronger Peripheries: a Southern Coalition”, a large cooperation project co-funded by the Creative Europe Programme of the European Union. This is being developed (2020-2024) through a network that gathers eleven arts management organizations and four research institutions, from ten European countries in southern and eastern Europe, being assumed as a space for dialogue, collaboration, and joint learning, questioning and discussing the notions of “south” and “peripheries” through diverse collaborative artistic strategies.
• Methodology
Drawing upon the application of this tool to representatives of the institutions that are partners of this project, as well as in the observation of their activity, a comparative perspective of the self awareness of their impacts is provided.
• Findings, Conclusions and Implications
Evaluating the 5 main dimensions of value creation considered, and the 15-subdimensions of value used in this tool, through the 75 indicators provided, the main differences between the different types of institutions are identified and discussed, as well as the specificities that can be considered vis-à-vis institutions working in the “peripheries” of European “central” art worlds.
Some conclusions and guidelines for action are suggested based on this analysis.
