Abstract
This article analyzes Mozambique’s cash transfer program for the most vulnerable, reviewing how it has adapted to socioeconomic, environmental and health crises since the 1990s. It argues that, despite the severe impacts of these crises on those living in poverty, the program displays a pattern of relative stability with occasional changes. Economic crises have some potential to prompt policy change but are insufficient on their own, while other types of crises have minimal impact. Even though international stakeholders play a significant role in pushing for program design adjustments, those do not necessarily result in meaningful changes at the implementation level.
