Advocacy coalitions and policy core belief in the context of Multilevel reinforcing dynamics: Lessons from the Basic income-inspired policy in Barcelona

Abstract/Resumo
This study process-traces the policy innovation (PI) of basic income-inspired policy with semi-structured interviews and documental analysis. We set an advocacy coalition framework into the context of multilevel reinforcing dynamics (MRD) to see how the different actors couple the streams in the different levels of governance. Although, the ACF presents some limitations in this analysis of this particular case study, we were able to acknowledge the significance of this framework as policy analysis tool into that context. The Barcelona case confirms the EU-level MRD to be taken into account to understand how advocacy coalitions’ policy entrepreneurs open policy windows on a higher-level to implement PI on a lower-level, in the social policy context. Moreover, Municipalism (as an idea) can promote multilevel reinforcement dynamics between subnational level and EU-level in the social policy context, making a good example of connection between municipalism and European Union. It also acknowledges Eurocities as a possible example of policy learning for policymakers in other cities or regions (as was the case of the Catalonia region). Also, it shows what kind of actors build the coalitions in the social policy context, giving particular relevance to the role of researchers as strategic policymakers.
