Abstract
OBJECTIVES: This text aims to discuss the place and role of urban services in contemporary societies through the lens of the cinema-audiovisual sector and the restructuring challenges that this sector is facing nowadays. Urban services are fundamental for the economic attractiveness of the territories, for their contribution to the quality of life, employment, and social redistribution, for climatic issues, for the fostering of citizenship, identities expression and civic participation. The cinema-audiovisual sector (be it seen at the traditional perspectives of production-distribution-exhibition, or be it seen in more contemporary and fluid logics of co-prosumption and flexible mediation processes) has traditionally accomplished an important role on this, having important impacts on the dynamism of cities and metropolises, and consequences in the material and symbolic organization of territories. Drawing upon a recent comprehensive study on the cinema-audiovisual sector in Portugal, we address in this text the main challenges to the spatial organization and territorial dynamics of the sector in this country, considering the sustainability of their dynamics and the relation to urban spaces. On the one hand, the development of territorialized dynamics in the sector in Portugal (in the fields of production, distribution and exhibition) is problematized in the light of the technological, economic, social and cultural transformations that are affecting the sector, as well as its place in the context of national creative milieus/ecosystems. On the other hand, the potential for its development (at several scales, intra and inter-urban) is considered in the light of the geographical asymmetries and the extreme spatial concentration observed in the field of film creation and production in Portugal, as well as considering the territoriality inherent to these dynamics and to the development of consistent and sustainable creative milieus. METHODOLOGY The work is based on a comprehensive diagnosis of the reality of the sector, prepared by the authors as part of a research project carried out for ICA – Portuguese Institute of Cinema and Audiovisual - during 2021. In addition to documental and legislative analysis, this study was supported in an in-depth analysis of the available statistical data on the sector and on an extensive database of interviews and focus groups to key agents, through which more than 70 individuals representing the diversity of the field were heard. EXPECTED RESULTS: The main critical points and challenges that arise concerning the geographic asymmetries, the territorialized dynamics and the urban organization challenges in the cinema-audiovisual in Portugal are systematized and it is mapped a set of fields which are identified as central for public action in this area.
