Abstract
The situation in Portugal is changing with regard to social and affordable housing. Social housing represents only 2% of all housing in the country, and the State intends to double that number in the next years. We introduce the Portuguese general situation, and then present the case of a public neighbourhood “Bairro Padre Cruz” in Lisbon, where relocation, new construction and rehabilitation coexist.
