Abstract
The crisis and a deeper understanding of contemporary problems as wicked problems envolves capacity building and new forms of governance preparing to cope with black swans. Spatial, diversity, local specificity and ‘locality effects’ requires policy integration and territorial flexibility. The Lisbon Treaty introduced territorial cohesion as an aim of the European Union and this stresses an urgent need of social innovation. Dealing with the challenge of co-Responsibility, Co-Acte may prepare a very relevant contribution to this challenge.
