Guest Assistant Professor. Holds a Bachelor's and a Master's degree in Telecommunications and Computer Engineering from Iscte – University Institute of Lisbon.

He served as a consultant to the Portuguese Data Protection Authority (Comissão Nacional de Proteção de Dados – CNPD), representing the Authority in several working groups, including the Technology Group of the European Data Protection Board (EDPB) and the Berlin Group (International Working Group on Data Protection in Technology).

He was a member of the European Commission's expert group responsible for evaluating Member States' implementation of the Schengen acquis in the field of data protection.

His current professional activity in data protection focuses primarily on the financial sector. He also collaborates with Portuguese courts in conducting expert assessments.

His research interests include Security, Privacy and Data Protection, Consumer Protection, and Digital Transition.
