Domingos Garcia da Silva holds a Ph.D. in Information Science and Technology and an M.Sc. in Telecommunications and Computer Engineering from ISCTE – University Institute of Lisbon. He also holds a Postgraduate Diploma in Cybersecurity and Corporate Resilience from NOVA FCT Executive Education.

He is a researcher at ISTAR-IUL, a lecturer at the Catholic University of Angola, and a Cisco Certified Instructor. His research focuses on cybersecurity, interoperability, artificial intelligence, digital transformation, and Free and Open Source Software (FOSS), with particular interests in technology adoption, technological sovereignty, and the design of secure, interoperable, and resilient information systems.

Professionally, he is a specialist in network and cybersecurity architectures, leading and contributing to strategic technology projects across Angola, Portugal, the Netherlands, Luxembourg, France, Belgium, and other countries, serving critical sectors such as healthcare, education, justice, defence, and financial services.

He has extensive experience in the design, implementation, and operation of complex digital infrastructures, with expertise in enterprise networking, cybersecurity, network automation, and unified communications. His technical background includes Cisco ACI, Cisco ISE, Cisco Catalyst Center, Cisco Wireless LAN Controllers (WLC), Fortinet, Zero Trust architectures, Network Access Control (NAC), Software-Defined Networking (SDN), as well as VoIP/SIP platforms based on Asterisk, FreeSWITCH, OpenSIPS, Kamailio, and Cisco Unified Communications Manager (CUCM).

He is the Founder and CEO of TudoOpen, a startup dedicated to the development and promotion of Free and Open Source Software (FOSS) solutions, and MarimbaUnify, a startup specialising in cloud-based unified communications solutions.
