Francisco Paulo is a PhD economist with over 15 years of experience in macroeconomic analysis, fiscal policy, international trade, and development economics, with a strong focus on Angola and Sub-Saharan Africa. His core expertise lies in taxation, revenue mobilisation, structural reforms, and economic policy analysis, with increasing engagement in trade dynamics, regional integration, and private sector development. He is currently a researcher at the Business Research Unit (BRU-ISCTE-IUL) and at the Center for Studies and Scientific Research of the Catholic University of Angola (CEIC-UCAN), where he conducts applied research on fiscal systems, trade and investment flows, economic diversification, and the structural transformation of resource-dependent economies.

 

 

Throughout his career, Francisco has produced a solid body of analytical work, including peer-reviewed publications and policy reports addressing key development challenges such as domestic revenue mobilisation, governance, and economic diversification. His doctoral research, “Essays on Taxation in Africa and Tax Reforms in Angola” (2025), provides empirical insights into the relationship between tax systems, economic performance, and institutional development.

 

He has extensive experience in policy advisory and applied economic research, having contributed to studies for international institutions including the World Bank, the European Commission, and the African Development Bank. His work has included economic diagnostics, trade and investment analysis, regulatory assessment, and stakeholder consultations, notably in the context of Angola’s integration into regional and global markets (including EU-SADC trade frameworks).

 

Francisco has also supported government institutions in Angola through policy analysis and advisory work, contributing to reports on labour markets, social protection, and fiscal policy, and engaging with a wide range of public and private stakeholders. His professional experience includes participation in multi-country assignments and collaboration with multidisciplinary teams.

 

In addition, he has over a decade of experience in academia as a lecturer and trainer, delivering courses and executive training in economics, management, public policy, and project evaluation.
