Graduate in Law and Post Graduate in Juridical/Political Sciences (Faculty of Law, University of Lisbon). PhD in Public Policies (ISCTE - University Institute of Lisbon).

He has been teaching since 1977, first at the Faculty of Law, University of Lisbon. Since 1995, he teaches at ISCTE - IUL, Constitutional Law, Administrative Law, Economic Law, Education Law, Administrative Sciences and Public Management in several BA and Masters. He is the Director of the Master in Public Administration and he was the Scientific coordinator of the training program for Top Management in Public Administration (FORGEP and CAGEP) as well as  of the postgraduation course on Public Finance for the Audit Court of Angola and senior staff of the Ministries of Finance of PALOP (Portuguese Speaking African Countries) and East- Timor (EU - UNDP). Member of the Board and, since 2023, Vice President of the General Assembly of the Institute for Public and Social Policies (IPPS-IUL). Sub-director of the Department of Political Science and Public Policies between 2016 and 2019. He was elected in 2019 to the Board of Management  of the International Association of Schools and Institutes of Administration (IASIA) and in 2020 to the Steering Committee of the International Comission on Accreditation of Public Administration Education and Training (ICAPA) of which he has been chair since 2022. Member of the IASIA/UN DESA Task Force for the Review and/or Update of the Standards of Excellence for Public Administration Education and Training since 2023. In 2023, he received the Donald C. Stone Award, for his contribution to the development of IASIA                                               

Since 1982 he works with the Institute of Public Administration (INA) in the training of Public Administration managers and senior staff, where he was responsible for the design and lecturing of several courses in Political Science, Public Administration, Administrative Law, Legal Drafting and Legal Communication areas.

He has been acting since 1994 as an international consultant in the areas of the reform of the State and Public Administration, particularly for EU projects, namely in the PALOP , Brazil and in Eastern European and former Soviet Union countries, as well as China, where he jointly coordinated the Master in Public Administration of the National School of Public Administration (CNSA), between 2003 and 2007. 

Between 1983 and 1987 he was successively a Legal Adviser to the Minister of Justice, and at GATL-Technical and Legal Support Office (Ministry of Justice) and CETAL- Centre of Technical Studies and Legislative Support (Presidency Council of Ministers). From 1987 to 1992 we was a director at the Coordination Commission of Lisbon and the Tagus Valley Region and, between 1992 and 2004, at the Centre for Regional and Local Development Studies. Since 2021, he is a member of the Recruitment and Selection Committee for Public Administration (CRESAP), an independent entity that evaluates  candidates for top management positions in Public Administration

He is a regular speaker at seminars and conferences in his areas of expertise and the organizer and author or co-author of several books and other publications.
