Jorge da Rosa Neves (Angra do Heroísmo, 1967) is a landscape architect graduated from the Higher Institute of Agronomy (ISA) of the Technical University of Lisbon (1987/1993), with the final project “The Paço do Lumiar. Heritage Values. Interpretation of the Landscape and Proposal for Revitalization” and a doctorate in architecture from ISCTE-IUL – University Institute of Lisbon (2015/2023), with the thesis “Alvalade Neighborhood. First Essays on Landscape Architecture in Portugal. Concepts of Afforestation and Gardening in the Decades from 1940 to 1970”.
Affiliated with Dinâmia’ CET – Centre for Studies on Socioeconomic Change and Territory since January 2024, he was a Research Assistant at this Research Center from 2016 to 2023 as a doctoral student in the course “Architecture of Contemporary Metropolitan Territories,” with the thesis project “Alvalade Neighborhood. Space(s) of Dialogue between Architectures.” During this period, he authored several articles and scientific papers, addressing, at the planning and design levels, and from an interdisciplinary perspective, the contributions of architects and landscape architects to the definition and composition of the urban space and green infrastructure of the Alvalade Neighborhood.
In the performance of public functions, he began his career at the Vila Franca de Xira City Council (1995/1999), extending it to the Installation Committee of the Municipality of Odivelas (2000/2002) and at the Odivelas City Council (2002/2024), in the Studies and Projects Sector (SEP) of the Department of Municipal Works and Housing (DOMH), where he programmed, coordinated and developed landscape architecture projects, in different typologies and scales, from urban rehabilitation, urban parks and play and recreation spaces.
After serving in the Cemetery Management Division (DGC) of the Municipal Directorate of Environment, Green Structure, Climate and Energy (DMAEVCE) of the Lisbon City Council in 2024, he returned to the Studies and Projects Office (GEP) of the DOMH of the Odivelas City Council, where he plans the requalification of the public spaces of the municipality's school park. Representing the DOMT, he was a member of groups and committees, namely, on the Municipal Plan for Adaptation to Climate Change" (2022-2019); the Improvement of Air Quality in the Lisbon and Tejo Valley Region (2009); the Assessment of Technical and Safety Conditions in Public Sports Facilities (2004); the Assessment of Technical and Safety Conditions and Public Sports Facilities (2002) and the Verification of the Safety Standards existing in playgrounds integrated in primary schools and kindergartens of the public network of the Odivelas Municipality (2000).
In a accumulation of functions regime, he collaborated with several technical engineering and architecture offices, as a consultant in Environmental Impact Studies (1993/1998), and continuously as a designer in subdivision operations and in projects for commercial and service areas, hotels, school equipment and play and recreational spaces, as a result of the technical design skills he brings together in the scope of urban space management, accessibility, paving and storm drainage, play and recreational spaces, ecology and use of vegetation and irrigation systems.
