Jorge da Rosa Neves (Angra do Heroísmo, 1967) is a landscape architect licensed by the Instituto Superior de Agronomia (ISA) of the Technical University of Lisbon (1987/1993), with the final course work “O Paço do Lumiar. Heritage Values. Landscape Interpretation and Revitalization Proposal” and a doctorate in architecture from ISCTE-IUL – Instituto Universitário de Lisboa (2015/2023), with the thesis “Bairro de Alvalade. First Essays on Landscape Architecture in Portugal. Tree Planting and Landscaping Concepts in the 1940s to 1970s”.

As a Research Assistant at Dinâmia’ CET – Center for Studies on Socioeconomic and Territorial Change at ISCTE, he was a PhD student in the course “Architecture of Contemporary Metropolitan Territories” between 2015 and 2022 with the Thesis Project “Bairro de Alvalade. Space(s) for Dialogue between Architectures”. In parallel to his research, he was the author of several scientific articles, addressing the contributions of architects and landscape architects, from an interdisciplinary perspective, to the definition and composition of the urban space and green structure of the Alvalade Neighborhood.

In an performance of public functions, he began his career at the Municipal Council of Vila Franca de Xira where he programmed, coordinated and designed urban rehabilitation projects, typologically diverse, from urban parks to play and recreation spaces. He currently works in the Cemetery Management Division (DGC) of the Municipal Directorate of Environment, Green Structure, Climate and Energy (DMAEVCE) of Lisbon City Council.

On an accumulation basis, he collaborates with several technical architecture and engineering offices as a designer and consultant, in projects for subdivisions, commercial and service areas, hotel units, school equipment, and game and recreational spaces. , as a result of the technical design skills it brings together in the scope of urban space management, accessibility, paving and rainwater drainage, playground spaces, ecology and use of vegetation and irrigation systems.
