Member of several expert groups, namely the Expert Group on Science and Governance, EC (2005/07) and the Expert Group on Bench-marking of Science and Technological Policies, EC (2001/02). Delegate of Portugal to the Advisory Group of Experts on the Law of the Sea of the Intergovernmental Oceanographic Commission of Unesco and to the Legal Subcommittee of the UN Committee on the Peaceful Uses of Outer Space.
