Associate Professor with Habilitation in International Health at IHMT-NOVA, with a background in Sociology (PhD, ISCTE-IUL) and postdoctoral training in Public Health in Canada (Universities of Montreal and McGill). My career sits at the intersection of health systems, health workforce policy, public policy, and global health governance, with strong international engagement.

I currently coordinate the WHO Collaborating Centre on Health Workforce Policy and Planning, leading teams and projects across Europe, Africa, and the Americas, including Portuguese-speaking countries. I serve as Principal Investigator on projects funded by the European Commission, WHO, and national governments, focusing on vaccine hesitancy, health workforce policies, and institutional capacity building.

From an editorial perspective, I have recently concluded my term as Editor-in-Chief of the International Journal of Health Planning and Management (Wiley) and have been appointed Editor-in-Chief of the European Journal of Public Health (Oxford University Press and European Public Health Association), advancing an editorial agenda grounded in policy relevance, social impact, and critical debate in public health.

I bring extensive experience in academic leadership, science diplomacy, and policy dialogue, with active roles in European and global networks (EUPHA, EHMA, IANPHI) and sustained engagement with policy-makers. I am the author of 100+ peer-reviewed publications and a regular contributor to public and policy debates on health and governance.

I am also a regular commentator on health-related issues for SIC (Portugal) and a columnist for Público, contributing to public debate on health policy, systems, and governance.
