O objetivo é o de consolidar o trabalho conjunto entre universidades da Comunidade de Países de Língua Portuguesa no âmbito da investigação e ensino na área da Ação Humanitária. Pretende-se ainda reforçar o conhecimento sobre a cooperação entre África e a União Europeia nesta área, articulando os trabalhos do seminário com os desenvolvimentos no âmbito da presidência portuguesa do Conselho da União Europeia, incluindo o impacto do COVID-19 na resposta humanitária.

This proposal will examine the expansion of popular justice in Europe from the French Revolution until the “Spring of Nations” in 1848. Surprisingly, the history of popular justice is an almost unexplored field even though the central issues directly related to this topic continue to dominate contemporary political and legal debates. Discussions regarding the merits and weaknesses of popular justice raise several fundamental questions: “Can popular justice perform the double function of maintaining public order and protecting individual freedoms?” “Do juries and elected magistrates have the competence and impartiality necessary to fulfil their role?” “Which classes of citizen should have the right to exercise these prerogatives?” Such questions arose with every change of regime in the late nineteenth and early nineteenth centuries. They were associated with the processes of political liberalism and national revolutions and touched upon the democratization and professionalization of the justice system. Popular justice was initially established in England, and then enshrined by the French Revolution. Concerned for the protection of individual freedoms, the French legislators adopted a legal model inspired by Common Law which was praised for its liberalism. The jury, in particular, was considered the best guarantor of independent and fair justice. However, French legislators introduced substantial modifications compared to Common Law. Their model was characterized by the inclusion of elected judges and thousands of jurors who had the huge responsibility of prosecuting and punishing crimes while at the same time defending the liberties of citizens. This process of inclusion led to the justice system opening up to less privileged classes (butchers, carpenters, potters, etc.) and to religious minorities (namely the Jews who were emancipated in 1792). Recently, data driven algorithms such as neural networks have attracted a lot of attention and have become a popular area of research and development. This interest is driven by several factors, such as recent advances in processing power (cheap and powerful hardware), the availability of large data sets (big data) and several small but important algorithmic advances. Nowadays, neural networks are the state of the art for several computer vision tasks, such as the ones that require high level understanding of image semantics, e.g. image classification, object segmentation, saliency detection, but also in low level image processing tasks, such as image denoising, inpainting, super-resolution and so on. These advances have led to an increased interest in applying deep neural networks to the problem of image compression, which is the main focus of this project. More precisely, the aim is to find a compact image representation model that has been obtained (learned) with a huge amount of visual data and can represent the wide variety of visual content that is available today in an efficient way. Some of the early solutions in the learning-based image coding field already show encouraging results in terms of rate-distortion performance, especially in comparison with conventional image codecs (e.g. JPEG 2000 and HEVC Intra) that compress the visual information with hand-crafted transforms, entropy coding and quantization schemes.

Este projeto consiste numa assessoria científica destinada ao desenvolvimento da Agenda para a Qualificação Profissional - Açores 2030. Este documento será um instrumento orientador das políticas públicas de formação profissional na Região Autónoma dos Açores ao nível: (a) do desenvolvimento de um ecossistema colaborativo entre entidades públicas e privadas que sustente essas políticas; (b) da promoção de uma representação social positiva do setor; e (c) da elevação dos padrões de qualidade do ensino e formação profissional da região. O trabalho de consultadoria envolverá: (1) a dinamização de aproximadamente 20 sessões participadas com os atores do setor, para auscultação de prioridades e soluções para o ensino profissional a inscrever na agenda; (2) apoio à preparação do principal evento público da iniciativa - O Fórum Regional para a Qualificação Profissional; e (3) a redação dos dois documentos orientadores - a Agenda para a Qualificação Profissional - Açores 2030 e o respetivo sumário executivo. 

Este projeto tem como objetivo atender às necessidades de educação para a cidadania da UE de todos os alunos das escolas parceiras com idades entre 14-18; serão elaborados materiais escritos, na forma de conteúdos; definidos processos de ensino e de aprendizagem, e; metodologias de avaliação, que irão constituir o “PROGRAMA DE EDUCAÇÃO PARA A CIDADANIA DA UE”. O número de alunos que afirmam conhecer os seus direitos de cidadania da UE é de 30%, mas com os estudos do Clube Europeu da Juventude e Cultura e aplicação móvel criados pelo projeto, pretende-se aumentar em 40% o número de alunos que afirmam ter informações sobre a cultura comum europeia. O âmbito e objetivo deste projeto requer a cooperação transnacional de diferentes escolas e universidades da Europa.
