Aligning Active Mobility and Active Ageing policies insights from Portugal

Abstract/Resumo
The green city approach has been an emergent trend, especially given the urgency of mitigating climate change. The climatic agreements led to the recent formulation of sustainable, neutral and active mobility policies and the inherent construction of green streets. Simultaneously, active ageing policies have been advocating a safe barrier-free public space for the older people.
Thus, it is paramount to bridge the knowledge gap about whether the planning of active mobility and green streets as a response to climate change mitigation policies has considered the context of all users at all ages, elerly safeguarding the active ageing framework.
That said, we aim to analyse: i) how did active mobility and active ageing policies evolved in the world and in Portugal, and ii) how active ageing and the context of the older people as users were considered in the design of active mobility policies and of the respective green streets in Portugal.
Methodologically, a literature review crossing climate change mitigation, active mobility and active ageing policies implementation in Portugal was done with an emphasis on Lisbon municipality. Secondly, a Delphi survey was applied to experts in this research field to validate the main challenges, identified through the literature review, that are faced in the integration of the older people well-being in the design of a green city.
From the results, it is concluded that the active mobility policies in Portugal were driven by climate agreements, but that Lisbon began autonomously to implement its green streets network mainly from 2016-2017, even in the absence of a congruent national strategy. Despite this, the context of the older people was only tenuously taken into account in the design of these initiatives, which is why aligning active mobility and active ageing policies in Lisbon and in Portugal is still a major opportunity.
