Abstract
TIA METHODOLOGY – TARGET TIA – Why
Credibility: TARGET_TIA is designed to produce sound and relevant potential impact scores´. It allows the possibility for incorporating counter-factual evaluation elements
Flexibility: TARGET_TIA is designed to be used in all evaluation phases: ex-ante, mid-term and ex-post. At the same time, it can be used to assess the territorial impacts of all sorts of policies, programmes and projects
Easy to operate: TARGET_TIA is operated in a spreadsheet matrix with all the necessary formulas already incorporated
Cost-effective: A spreadsheet like Microsoft Excel is commonly present in every computer of policy evaluation entities
Easy to link with data platforms: there is a verbal agreement to link TARGET_TIA with the CE JRC LUISA platform
