Abstract
Les districts administratifs ont été introduits au Portugal en 1835, dirigés par des gouverneurs civils. Dans l’Estado Novo, les compétences des gouverneurs civils ont été renforcées avec l’objectif d’enlever du pouvoir aux municipalités et de centraliser l’administration publique. Questions de recherche: dans l’évolution du régime de l’Estado Novo, est-ce qu’il y a eu des reformes structurelles dans son organisation administrative? Qui étaient les gouverneurs civils de l’Estado Novo, spécialement à son stade final? Cet article présente une caractérisation des gouverneurs civils et observe leur évolution jusqu’à la Révolution de 1974, qui a complètement remplacé les élites politiques portugaises.
