Noémia Pizarro has a long experience of senior positions in the Portuguese Parliament and the Portuguese government: Chief of Staff of the Speaker of the Portuguese Parliament (2011-2015), advisor to the Deputy Minister of Foreign Affairs and Development Cooperation (2009-2011), chief of staff of the Vice-Minister for Defence (2018-2019), advisor to the Portuguese Minister of Defence (2020-2022) and chief of staff to the Portuguese Minister of Defence (2022-2023). In the European Parliament, she was chief of staff and main political advisor of a Portuguese MEP (2005-2009).
Specializing in EU affairs, she coordinated the Portuguese Presidency of the EU in the field of the common security and defence policy. She holds a Master (Diplome d’Etudes Specialisées) in European Law from the Free University of Brussels (ULB), a Post-Graduation (Pós-graduação) in European Labor Law from the Catholic University, and a Law Degree from the University of Coimbra. She is currently a 3rd year Ph.D. student in Political Science&International Relations in ISCTE, with a thesis on the effectiveness of the EU’s external immigration policy. She was a trainee at the European Commission (2000-2001). She regularly performs expert evaluations for the European Commission’s CERV programme (Citizens, Equality, Rights and Values Programme).
She has also been active in civil society, as Secretary-General of the European Movement in Portugal (2008-2010); as a member of the Group of Jurists at the Portuguese Amnesty International; and co-founder of the 1st first cooperative in Portugal dedicated to sustainable development and selling renewable electricity. She is a member of the Fiscal Board of the Clube de Lisboa. She is often invited by NGOs to talk and consult about EU Defence and EU Migration and Asylum.
In think tanks and academia, she was: Researcher in European Affairs at IEEI (Institute for International and Strategic Studies) (2003-2005); and Guest Reader at the Portuguese Catholic University (2001-2004), where she taught Law, European studies and political science. She is currently a member of the science management team at the Center for International Studies at ISCTE-IUL (2017-2018), where she is a junior researcher. She occasionally collaborates with ISCTE-IUL post-graduate courses in international studies.
