Daniela Alexandra Cabral Teles Silva Lopes The Portuguese educational system has been the subject of debates and reforms. The 2nd cycle, in particular, is criticized for the lack of coordination with the previous and subsequent cycles, resulting in negative impacts on students' development. With the analysis of the debate on this topic, proposals for reorganizing the educational system were presented, regrouping the teaching cycles and declaring a new purpose for their division, always demonstrating that the 2nd cycle as it currently exists is no longer justified. The question we intend to answer is what justifies the inertia of public policies in the reorganization of the education system, with a focus on the 2nd cycle. Developing Iscte 2024
