PIONEER is an Alliance of European Universities dedicated to SDG 11 'Sustainable Cities and Communities', addressing the need for cities to become inclusive, safe, resilient and sustainable. The alliance brings together 10 impact-driven universities, including an associated Swiss partner, and covers 32 cities and 16 regions across Europe. By bringing together academics, public institutions, private organisations and citizens in our orchestration framework, we will develop joint challenge-based education, impact-driven research and innovation co-creation initiatives that contribute to many European, regional and urban agendas, such as the EU Green Deal and the 'Fit for 55' package. To this end, PIONEER will also be a facilitator of inter-institutional learning and a tool for institutional change. We will achieve this ambition through strategic integration at the institutional level: gradually aligning our individual strategies and institutional trajectories, building a common development strategy to become truly international institutions integrated in a federal framework.This framework will be inspired by the European Union, with a strong strategic centre that draws on and supports the diversity and autonomy of our partners to build a flexible and complementary academic ecosystem, while working together on a common strategy and development path. Committed to spreading European values and promoting inclusion and diversity, the PIONEER Open Campus will offer seamless mobility for students and unique leadership development opportunities for staff. Our Knowledge Hub will enable member universities and over 40 associated partners from regional ecosystems to work together on matters concerning SDG11.

O estudo de caracterização, análise e avaliação da qualidade das residências para estudantes do ensino superior pretende mapear e analisar as estruturas e as condições de alojamento em residência de estudantes do ensino superior. Propõe-se abranger o universo de residências sob gestão de Instituições de Ensino Superior de todo o território nacional (incluindo regiões autónomas), universitárias e politécnicas, públicas e privadas. Exclui-se da análise os equipamentos do setor empresarial e do terceiro setor. O desenho do estudo está fundamentado numa abordagem de triangulação metodológica quanti-qualitativa.

System approach to close the employment gap and create a more inclusive labor market for vulnerable groups

SYNCLUSIVE is an innovative, integral, and interdisciplinary systems’ approach to stimulate inclusion of vulnerable groups in the labor market. To achieve this, our six central objectives are: 1) developing and consolidating a coalition of stakeholders in 4 regional Living Labs across Europe along the lines of the Community Coalition Action Theory, using the ENGINE approach. This approach includes an integrated package of interventions that stimulates upward and sideward mobility of vulnerable employees, hereby creating vacancies for inflow of vulnerable job seekers; 2) testing the usefulness and applicability of the ENGINE approach for different vulnerable groups identified as being discriminated against; 3) identifying drivers and barriers for mobility and inflow including discrimination; 4) assessing the impact of the implemented ENGINE approach on the labor market mobility and inclusion of vulnerable groups; 5) identifying transition pathways from the regional to the national and EU policy level; and 6) identifying interoperable and comparative indicators and standards that are relevant for the labor market inclusion of vulnerable groups taking into account the regional, national (legislative, social security) and cultural context.

Inquérito aos jovens sobre o mercado de trabalho e o sistema de segurança social em Portugal

O projeto “Inquérito aos jovens sobre o mercado de trabalho e o sistema de segurança social em Portugal” resulta de uma parceria entre o Observatório das Desigualdades e o Observatório do Emprego Jovem, ambos filiados no Iscte-Instituto Universitário de Lisboa. Surge na sequência de um convite da Comissão para a Sustentabilidade da Segurança Social, criada pela Ministra do Trabalho, Solidariedade e Segurança Social do XXIII Governo Constitucional de Portugal, enquadrada através do Despacho n.º 9126/2022, de 26 de julho. O estudo assenta num questionário dirigido a jovens, que visa recolher informação sobre a situação no mercado de trabalho e as representações e perceções acerca da segurança social. Esta pesquisa é, todavia, independente e cientificamente autónoma das análises e das perspetivas desenvolvidas pela Comissão.
Os dados foram recolhidos entre 12 de dezembro de 2022 e 29 de janeiro de 2023, através de um inquérito online, através de uma amostra bola de neve, que beneficiou de contactos institucionais e de redes sociais. A amostra, após a validação da base de dados, é de 5.077 jovens, com idades compreendidas entre os 18 e os 35 anos com uma distribuição relativamente uniforme em termos etários. Da análise dos resultados irá ser produzido um livro coletivo e espera-se a elaboração de outras publicações.

Trailblazing Inclusive, Sustainable and Resilient Cities

The InCITIES project aims to achieve the transformations of HEIs and their surrounding ecosystem centred around on cities’ needs of inclusion, sustainability and resilience. Its specific focus on widening countries (Portugal and Slovakia) will allow to overcome structural, sociocultural, economic, political and institutional barriers to transformation fostering. Addressing the European-global challenges of cities, InCITIES has 4 objectives:
1) Map institutional transformation strategies towards research-based sustainable universities including open science and career opportunities. 2) Build a long-term network of participating HEIs and surrounding ecosystems based on integrated knowledge HUBs. 3) Increase scientific, technological and staff capacity by sharing the best pedagogical, research, management and administrative practices in the consortium, and piloting leverages to widening HEIs.
4) Promote digitally driven universities by creating an open and innovative education and training platform in synergy with the project research and innovation agenda on inclusive, sustainable and resilient cities.
The 5 methods jointly developed will set the foundation for the consortium role model: 1) Method for a common research map, 2) Capacity building actions based on the Learning by Developing pedagogical model, 3) Capacity building in talent scout and career opportunity strategy (attractiveness of research careers, including open science incentives), 4) Capacity building on equality, diversity and inclusion, 5) Methods to address enablers and barriers to integration of the InCITIES Alliance.
From knowledge co-creation to joint production between European HEIs, surrounding ecosystems and citizens’ involvement, integrated actions play a key-role in achieving the consortium objectives.

Innovation in Public Policies Impact Evaluation: contributions towards the Recovery and Resilience Plan Nacional Pool of Urgent and Temporary Housing

The project aims to develop and test an innovative methodological approach to impact assessment directed to the next generation of public policies financed with European Community funds (2021-2027). This methodological approach is anchored in the triangulation of three basic methods: Policy–Scientific Approach, Qualitative Comparative Analysis and Contingent Valuation Method. The implementation and testing of the methodological proposal will focus on Investment Priority 08 of Portugal 2020 and its social housing support operations (developed under the regional operational programmes). This option seeks to build an impact methodology framed in the logic of “theory-based evaluation” and in the “realist evaluation” type that maximizes the potential of combining two essential theories for the current Public Policy Science, programming theory and causal theory, also taking as a milestone the determination of two basic pillars of public governance: the logic of results-oriented public policies and the principle of evidence-based policies. It is considered that the main added value of this proposal is not so much in the overall calculation of the effects of the interventions, but rather in the possibility of knowing in detail the causal relationships that result from them, attributing to it an effective economic value, no longer only in the perspective of the achievements, but above all from the perspective of the real impact.

Social security rights and the crisis – Social retrenchment as the normality of the financial state of exception

The main purpose of this project is to investigate the effects of the 2007-2008 financial crisis on the Portuguese social security system. Bearing in mind that the Portuguese Constitution (article 63) enshrines social security as a fundamental and universal right we will assess the effects of austerity, which meant, during the 'adjustment' period, the reduction of social benefits' degree of generosity and scope, either directly due to the cuts that were made in the respective amounts, or indirectly, notably through the labour markets reform (e.g. flexibility, job insecurity and the decrease of wage incomes) and also through the degradation of public services that implied a loss of adequacy and effectiveness in the benefits provided. We also wish to analyse to what extent the crisis has been a pretext to engage by stealth into a systemic reform of the Portuguese social security system that by jeopardizing those main constitutional rules might lead to a permanent violation of social rights and ultimately to the reconfiguration of the Portuguese Welfare State. This means to assess in which way the crisis exceptional context, the moment of 'financial state of exception' that, according to the constitutional court, justified a temporary suspension and restriction of social security rights (maxime in the case of old age pensions), might have implied after all a new state of normality (due to the alleged structural financial fragility of the system) - the normality of the financial state of exception.
