He was a Researcher in Sociology at SOCINOVA - UNL / FCSH and co-founder of Númena, an independent research center, focal point of the European Monitoring Center on Racism and Xenophobia and collaborated with IEFP in the first generation of Insertion Companies.

He was Head of Cabinet in the European Parliament (1999 to 2004) responsible for areas of labor law and decision making, such as the Lisbon Strategy, Biotechnology, Pregnancy Protection and the Maritime Safety Agency.

He was a planning consultant for the Ministry of Justice (2004-2007) on judicial system reforms, the judicial territorial charter and the new civil procedure. He supported the planning and development of the statistics and digital processing systems of the Ministry of Justice, with ACCENTURE and DELOITTE. He was an independent consultant in the private sector in decision support studies for urban planning.

 

He led at SDO Consultores in 2008 the strategic planning and performance evaluation (SIADAP) training project for all top managers of the Ministry of Homeland.

Developed in SCML between 2009 and 2012, the new Department of Entrepreneurship and Social Economy (DEES) where he was responsible for the creation and management of social entrepreneurship and employability programs, where he co-created national and international partnerships in the sector, strategic alliance SCML / ASHOKA and winner of the IADE - INSTITUTIONAL INVESTMENT Award 2011/2 by the Project Tradição – Engraxadores (shoe shiners). In 2016 he was invited to lead the working group responsible for the main decision support study on the modernization of SCML’s performance assessment system (SGAD).

Between 2012 and 2016 he was a manager, trainer and mentor of projects and entrepreneurship programs at Audax-ISCTE; Executive Director of ACAF - Association of Self-financed Communities (Communities of Shared Value); and also Business Developer and Consultant of Social Impact Assessment at STONE SOUP Consulting.

He was a consultant, external and independent trainer of Social Impact Assessment with studies carried out since 2001, namely for the Portuguese Presidency of the European Council, for projects of the Active Citizenship Program of the EEA grants / Fundação Calouste Gulbenkian, for CASES - Cooperativa António Sérgio for Social Economy, for NSIS - Association of Strategic and International Studies, CM de Oeiras, FEC - Faith and Cooperation Foundation, among others.
