Vasco Moreira Rato is a Elected Councillor for Urban Planning, Housing and Municipal Buildings at Lisbon City Council (CML), elected for the 2025–2029 term. He previously served as Chief Advisor to the Councillor for Housing and Municipal Works at CML during the 2021–2025 term. He was an Associate Professor at ISCTE – University Institute of Lisbon until December 2021, where he taught sustainability in the Department of Architecture and Urbanism. His research interests include performance-based design, the environmental impact of materials, and multi-criteria material selection for sustainable architecture—work he carries out at ISTAR-Iscte. He holds a degree in Architecture, a Master’s in Construction, and a PhD in Civil Engineering; he completed a programme of study in Business Sustainability Management from the University of Cambridge Institute for Sustainability Leadership. He was Sustainability Director at ISCTE-IUL (Mar 2017–Oct 2018).
