Marlene Delfina Pereira Roque is an architect, invited lecturer at Iscte — University Institute of Lisbon, a doctoral researcher in Sustainability Transitions, and a specialist in the environmental performance of buildings, energy efficiency, acoustics, fire safety and sustainable building rehabilitation.
Her doctoral research focuses on the rehabilitation of the existing building stock, with particular emphasis on residential buildings. It seeks to contribute to the definition, comparison and prioritisation of intervention packages aimed at decarbonisation, energy efficiency, circularity and the achievement of long-term climate targets. The research combines energy performance simulation, life-cycle assessment, life-cycle costing, embodied carbon, circularity indicators and multi-criteria decision-support methods, linking the technical dimension of building rehabilitation with implementation barriers, public policy instruments and governance models for sustainable transition.
Her professional career has developed at the intersection of architectural practice, regulatory consultancy, higher education and institutional representation. Since 2004, through MRA — Marlene Roque Arquitectura, she has developed architectural projects and technical consultancy for residential, educational, social, hotel, healthcare, service and rehabilitation buildings, with a particular focus on energy performance, environmental comfort, safety, acoustics and construction quality. Her experience includes building energy certification, nZEB/Net Zero projects, acoustic studies, fire safety design, self-protection measures and technical support for licensing and rehabilitation processes.
At Iscte, she contributes to curricular units related to Building Physics, Building Construction Systems, Environment and Sustainability, and Rehabilitation and Sustainability, seeking to bring architecture students closer to the contemporary challenges of the climate, energy, material and social transitions of the built environment. Her teaching activity combines real case studies, regulatory frameworks, environmental performance and critical thinking on the transformation of the existing building stock.
She is a member of the National Executive Board of the Portuguese Architects’ Association, with responsibilities in the areas of training, professional practice, sustainability and energy efficiency. Since October 2025, she has been Chair of ENACA — the European Network of Architects’ Competent Authorities, a European network of competent authorities for the architectural profession. Since April 2026, she has also been Co-chair of the Working Group on Third Countries of the ACE/CAE, in Brussels, dedicated to the recognition of qualifications, international mobility and the regulatory framework for architectural practice outside the European area.
Her scientific interests are situated at the intersection of architecture, building science and public policy, with a particular focus on the rehabilitation of the residential building stock constructed between 1960 and 1999, embodied carbon, life-cycle assessment, life-cycle costing, circularity, operational efficiency, comfort, spatial quality and decision-support tools for the sustainable transformation of the built environment.
