Urban areas are facing increasing pressure to adopt circular economy models, but local governments still lack effective tools to measure and monitor circularity. This project aims to fill this gap by developing a robust set of urban circularity indicators, adapted to the diversity of Portuguese municipalities. The main objective is to support the design, implementation and evaluation of local public policies that promote the transition to a circular economy, in line with national and European sustainability strategies.

To this end, the project adopts a modular and participatory approach, which integrates a critical review of international benchmarks, territorial and community diagnosis, and the co-creation of indicators with local stakeholders. The methodology includes multi-criteria analysis (MCDA) and participatory weighting (AHP) techniques, ensuring the relevance and adaptability of the indicator panel to different local contexts. The panel will be tested in pilot cities with different profiles, allowing its feasibility and usefulness in defining public policies to be validated.

The expected results include an adaptable and scalable indicator panel and a Policy Brief to guide municipalities in monitoring and promoting urban circularity. This initiative will strengthen local capacities for evidence-based decision-making, contributing to greater territorial cohesion and sustainability in Portugal.
