In the context of the major changes that have been taking place in the global stage, whereby the EU’s values and standards — not to mention its own existence — are constantly being challenged from outside as well as from within, new foreign policy tools have emerged, such as the EU Global Strategy. To analyse the EU’s current challenges and opportunities, the Center for International Studies at ISCTE-IUL develops a research project to understand the kind of role the EU can play in the current transformations that we have been witnessing, as well as the domestic and external obstacles it faces as an actor. In this context, CEI organizes in Lisbon an annual interdisciplinary international conference on Europe as a Global Actor, with the presentation of papers by academics from all over Europe, which are then published at CEI's Ebook'IS series.

As melhores práticas na conceção e implementação das políticas públicas na atualidade navegam em torno de dois pilares básicos da governação pública: a lógica das políticas públicas orientadas para os resultados e o princípio das políticas baseadas na evidência. Este facto é particularmente sensível quando estão em causa investimentos públicos substanciais em setores de fulcral importância para a sociedade e em que os modelos de financiamento são complexos e potencialmente geradores de receitas no seu ciclo de vida útil. Neste projeto a política pública de suporte ao financiamento foi o Programa Operacional de Valorização do Território e a investigação incidiu sobre o caso da Rede Abastecimento em Baixa de Água do Porto no sentido de procurar apurar e testar a sua viabilidade económico-financeira e calcular eventuais défices de financiamento futuros.

The ability to negotiate digital forms of literacy carries high stakes for life destinations but in early childhood education, literacy still tends to be approached as predominantly print-based. The technologies through which children now engage with all forms of knowledge are constantly changing with the widespread use of an array of digital, interactive, converged and personalised devices. These are transforming the skills and literacies needed by even the youngest children to be competent actors in the world while, at the same time, challenging the efforts of parents and teachers to support their learning. The development of relevant skills and knowledge for reading and writing contemporary texts is crucial for educational, economic, social and cultural progress in Europe.
