O paradigma técnico-económico das tecnologias de informação foi portador de profundas alterações no padrão industrial dos vários países, na estrutura de qualificações da população e no emprego. O novo paradigma trouxe novas oportunidades, mas também novos desafios aos pequenos países pouco desenvolvidos, como Portugal.
