Abstract
Este relatório sintetiza as atividades de diagnóstico realizadas entre setembro de 2021 e fevereiro de 2023 para a elaboração da Estratégia e Plano sobre Envelhecimento no Concelho de Cascais. O processo envolveu ampla participação de especialistas, técnicos e cidadãos, mesmo em um contexto desafiador de pandemia.
O documento apresenta dados inéditos sobre dinâmicas demográficas, serviços relacionados ao envelhecimento e percepções da população, com base em metodologias de investigação-ação e co-construção. Rejeita visões reducionistas da velhice, propondo políticas públicas inovadoras que valorizem a pluralidade do envelhecimento e promovam inclusão, cuidado e desenvolvimento sustentável.
Inspirado no movimento “Cidades e Comunidades Amigas do Envelhecimento” da OMS, o relatório visa orientar ações futuras em Cascais e servir de referência para outros municípios comprometidos com a construção de cidades para todas as idades.
