Isabel Flores is Executive Director of the Institute for Public and Social Policies (IPPS) at Iscte – University Institute of Lisbon, and also teaches in master's and doctoral programs at Iscte and at the School of Social Sciences and Humanities of Universidade Nova de Lisboa (FCSH-UNL).

Her academic work sits at the intersection of public policy, data-driven decision-making, and education policy. She has conducted relevant research on the Portuguese teaching workforce and currently leads a large-scale project on foreign-national students in the Portuguese public education system, contributing to the understanding of integration dynamics and the challenges the education system faces amid growing student diversity.

 

As a permanent researcher with the ICS/Iscte polling group, Flores actively participates in multidisciplinary teams dedicated to public policy evaluation, combining quantitative analysis skills with critical reflection on policy design and implementation. Her experience in data analysis applied to the public sector and education positions her as a relevant voice in contemporary debates on evidence, evaluation, and public policy reform in Portugal.
