José Miguel Nogueira holds a degree in Sociology from the Autonomous University of Lisbon and a PhD in Public Policy from Iscte – University Institute of Lisbon. He is a Guest Associate Professor and Deputy Director of the Master's Programme in Disability Studies and Human Rights at Iscte – University Institute of Lisbon, and an Integrated Researcher at CIES-Iscte.

He is an international senior consultant in public policies relating to social protection, social innovation, and the inclusion of persons with disabilities. He is also an expert in the evaluation of social policies and their impact on the quality of life of target populations, institutions, and communities.

He has extensive cross-sectoral and multidisciplinary expertise in a wide range of social policy areas, having participated in several interministerial working groups and coordinated and developed national and international projects within the frameworks of the OECD, the European Union, the Council of Europe, the Community of Portuguese Language Countries (CPLP), the International Labour Organization (ILO), and the United Nations (UN).

Throughout his professional career, he has worked extensively in the fields of employment policy, poverty, social exclusion, and disadvantaged groups, with particular emphasis on the inclusion of persons with disabilities and informal carers, areas in which he has developed specialist expertise in recent years.

He is the author and co-author of a large number of studies, impact assessments, evaluations, and research projects in the field of social policy, with a particular focus on disability inclusion. He has been a speaker at international scientific seminars and conferences across Europe, the United States, Canada, and South America.

He also served as Chief of Staff to the Portuguese Secretary of State for the Inclusion of Persons with Disabilities.
