Equity and Inclusion in Public Administration
Global Coordinator
Despite advances, people with disabilities still constitute a socially disadvantaged and excluded population group compared to the general population in virtually all social indicators. This pilot project aims to empower local authorities in the Lisbon Metropolitan Area (Barreiro, Loures, Cascais and Sintra) to promote equity and inclusion, especially digital inclusion, through innovative training focused on internal preparation of organisations and the provision of inclusive services and activities.

Prevalence Study of Disability in the Working-Age Adult Population
Global Coordinator
This study on the prevalence of disability in the working-age adult population (EPDA) in Portugal aims to conduct an unprecedented and updated national study on the prevalence and sociodemographic characterization of the working-age adult population with disabilities or impairments in Portugal. This is a fundamental initiative to address serious and persistent gaps in the production of statistical data on disability, which is essential for the design of effective and evidence-based public policies. Since 2001, national censuses have stopped collecting direct data on disability, replacing this variable with the notion of “functional incapacity,” in line with the approach proposed by the Washington Group on Disability Statistics. Although closer to the biopsychosocial models of disability, this methodology has significant limitations in accurately estimating the universe of persons with disabilities and/or incapacities (PCDI) in Portugal, especially in certain types (e.g., intellectual or developmental disabilities ). In addition, the available administrative data, such as Multi-purpose Medical Certificates of Disability (AMIM), are not reliable as a source of prevalence, given their restrictive nature, lack of computerization, and dispersion. In the absence of an updated national prevalence study, this operation proposes the construction of a robust, rigorous, and up-to-date knowledge base, based on a mixed methodology that combines a structured questionnaire survey with in-depth qualitative interviews . The study is aligned with Axis 8 of the National Strategy for the Inclusion of Persons with Disabilities 2021–2025 — “Knowledge, research, innovation, and development” — and directly responds to several of its strategic objectives, in particular the strengthening technical and scientific knowledge about disability, as well as improving the use of statistical and administrative data to support policy-making. The study is also linked to the objectives of the 2021–2027 ...

Innovation in Caregiver Support
Global Coordinator
The main objective of the ICS is to promote the quality of life, social participation and rest of informal caregivers by designing and implementing an innovative methodology to support informal caregivers of youth and adults with autism, which includes the training of young professionals as informal caregiver support technicians (TACI). The ICS aims to respond to a social need that has long been claimed by caregiver families and is transversal to several European countries.

SDA aims to train young people (aged between 18 and 35), with and without disabilities, as "defenders" and "selfdefenders" in the area of the human rights of people with disabilities. The project aims to sensitise young people, and through their influence, their families and the contexts in which they live, to inclusion and the human rights of people with autism/intellectual disabilities and to train young people with autism/intellectual disabilities in their rights and duties as citizens.

Indicators System of Inclusion Policies
Global Coordinator
Statistical information also shows that both in Portugal and on average in EU countries, the risk of poverty or social exclusion is higher in the socialgroup of people with disabilities, with greater intensity in households made up of women. According to Portugal et al.,2010:14: "People with disabilities are among the poorest of the poor in various societies, constituting(...)what is commonly known as the inner third world, that is, the world made up of socially excluded and economically unprotected population groups, even in developed countries."Given that the intensity of the social phenomenon described remains unmitigated, the main international and European bodies, such as the UN and the European Commission, have insistently urged countries, through various reference documents, to design statistical and social indicator tools that make it possible to assess and monitor the living conditions of people with disabilities, as well as the impact of public policies on the daily lives of these citizens. Although Portugal has ratified the Convention on the Rights of Persons with Disabilities, Articles 30º and 32º of which recommend that countries design and implement a system for observing public policies that have an impact on this area and how they affect the living conditionsof people with disabilities, this recommendation has not been implemented to this date. In addition to being scarce, the existing statistical information in this regard is dispersed across sectors and is not harmonized from a conceptual point of view, which makes it difficult to read. The project therefore aims to fill this gap, which is widely accepted as essential. The general aim of this pilot project is the collaborative design and operationalization of an "Observation System for Inclusion Policies in Portugal", through the design of a broad, cross-cutting set of social indicators, covering some of the main sectoral areas with an impact on the living conditions of people with disabilities an...

Self-determination and Inclusion by Theater
Researcher

Young Mediators for inclusion
Researcher
This project promotes the participation of children/young people with autism in activities developed by community structures, on equal terms with their pairs, through the support of “young mediators for inclusion”. This will allow a progressive transformation of community structures, which will certainly prolong the project's impact in a sustainable way once the project is over. The YMI aims to: (i) design and test in three European countries an innovative / pilot methodology to include children / youth with autism in regular community structures (sports clubs, cultural and recreational associations, activities promoted by municipalities, etc. ), on an equal basis with other children through technical follow-up (mediators for inclusion) and through evaluation and necessary adaptations; ii) training “young mediators for inclusion” (facilitating agent that promotes the inclusion in articulation with the family and contexts); iii) training technicians and other staff of all community partners, in order to ensure the full participation of children/with autism; iv) design a European guide for the inclusion of children/youth with autism. To implement this innovative project has been established a consortium which includes 4 european associations (Inovar Autismo, Autismo Burgos, Autism Europe and Diversamente Onlus), a portuguese university (ISCTE-IUL) and a partner entity specializing in new technologies (Interactive media knowledge transfer intermediate).
